Overview

The Leicester City Council consultation on the Putney Road Link opened on 2 Mar 2018 and closes on 29 Apr 2018.


Information booklet

The council have delivered an Information Booklet to properties near Putney Road, but haven't published this booklet online. It's worth worth reading in order to see what the council wants you to know about the project:


Drop-in events

To support the consultation, the council held four drop-in events:
  • 13 Mar 2018 - Geeta Bhavan, Clarendon Park
  • 15 Mar 2018 - Saffron Resources Centre, Saffron Lane
  • 20 Mar 2018 - Big Shed Conferences, Freemen's Common
  • 27 Mar 2018 - Big Shed Conferences, Freemen's Common

Additional drop-in

Following problems with the initial delivery of the council's Information Booklets to Clarendon Park, a second delivery of the booklets took place on 15 Mar (just after the Clarendon Park drop-in exhibition), which may be why only 8 people visited that event. As a result, the council offered to run an additional drop-in event in Clarendon Park, and we'll be liaising with the council to ensure that additional event takes place.

What you might want to include when taking part in the Council consultation

We feel it is important to let the Council know what you think about the Putney Link Road scheme. The more of us who make their views known, the more difficult it is for the Council to ignore local opinion about this new link road.

There are three questions in the consultation:

      1. How will the new junction affect your travel plans / routine?
          Please provide a summary of both negative and positive points (as appropriate)

      2. How will the new junction affect your life in general?
          Please include both negative and positive comments (as appropriate)

      3. Overall, what are your views on the new Putney Road / Aylestone Road junction?
          Please provide any other comments you may have on the project

Please answer each question as fully as possible and send in extra information if you wish. Please also draw upon you own experience of where you live to say what difference this scheme will make to you and to the wider area of Clarendon Park.

In answering these questions you can make reference to the following – most of which we have covered in our replies to the Council FAQs for the consultation, or in additional information we have provided.


Things about the bid for funding and the consultation itself:
  • There was a lack of any consultation before the bid was made - the views of local people should have been sought first
  • This scheme is controversial and was opposed by local people in the past, which is why the Council promised not to build it
  • Nobody knew the bid was being made, not even our local councillors - this looks like a deliberate attempt to get it through before anyone could object
  • Bringing this bid forward in this way ignores the wider local planning process which is underway
  • The information provided in this consultation does not give enough details about the real traffic impacts this scheme will have on me and this area

Things about the impact of the scheme and the difference it will make:

The difference this scheme will make to Clarendon Park include:
  • Extra traffic
  • More congestion
  • More delays
  • More air pollution and reduced air quality
  • More rat-running to avoid increased congestion on other roads
  • More traffic, congestion and pollution in the Queen’s Road shopping area
  • More difficulties and delays for local bus services
  • Busier roads will divide the area and create disconnections between different parts
  • Will discourage cycling and walking

Some wider points:
  • This road scheme is not consistent with other Council policies including sustainable transport and air quality
  • The Putney Link Road will not provide the benefits claimed for it as it is dependent on the Evesham Road link being built before it makes any sense as an additional road. If the Evesham Road link is built the traffic consequences for Clarendon Park will be much greater therefore we strongly oppose the Putney Link Road in its current form, and strongly oppose the Evesham Road link which will connect to it.
  • We can see the value of improving access to the business area but this can, and should, be done but only with permanent measures installed to prevent this becoming part of a new middle ring road running through unspoilt and residential areas of the city.
